INFRASTRUCTURE

Let's just face it, it's not what it needs to be. As a County Commissioner, I want to address our county's infrastructure as one of our top needs and concerns. I want to ramp up and improve our county's planning and zoning and work with developers to build developments that blend in to existing communities. Residents are very concerned about our county's rapid, high density building and I am too. Clear cutting trees and lack of stormwater oversight is harming our communities and creeks and waterways. It is crushing our county and our residents. Not to mention the need for setting aside land for new high schools would also be one immediate issue we can address. We keep building elementary and middle schools but are funneling those students to the four already full high schools. It's time to take our under-managed infrastructure to task.

FUTURE DEVELOPMENT AND GROWTH

The desirability to live in Pender County and near the beaches is driving property values to new heights.  Our County needs higher paying jobs to sustain a reasonable, living wage to help address workforce housing for future, intended growth. We as Government officials must also partner with the private sector to bring in the businesses our community desires. Residents are saying they want less storage units and more restaurants and shops to enjoy. I understand we will need more workforce housing to sustain future business growth and labor. As County Commissioners, we need a future plan to acquire and set aside land for future schools and combat overcrowding in our schools. We have a great school system with wonderful teachers and staff, but our schools are overcrowded which affects learning.

ECONOMY AND JOBS

Being a business owner for over 30 years, I understand that small businesses are the backbone of our community and I will do everything I can to support this important asset. Bringing successful companies and small business to Pender County will bring more jobs to our county. Statistically, about 70% of Pender County residents work outside of our county, meaning they are spending money at restaurants and shops elsewhere. This actually hurts our local economy and tax base here in Pender County. Economic development is essential for our county to thrive and I am committed to a pro-business mindset.

FISCAL RESPONSIBILITY AND TAXES

I am a fiscal conservative. I believe in small government and lower taxes. I do not support a tax increase to our citizens and I believe in being a good steward of our residents’s tax dollars and cutting unnecessary spending. I believe and stand for transparency and fiscal responsibility in government, and as your commissioner I will strive to make these a priority. Public service has been my calling in life and being a small business owner for over 30 years, I understand business and intend to bring that experience to our County as a commissioner. I want to work for the great people of Pender County to bring responsibility and transparency to our fiscal spending.

QUALITY EDUCATION FOR OUR CHILDREN

Children are our future. County commissioners must work closely with our local school board to ensure the success of our school system and safety of our students. This is as much of a priority to me as a parent and grandparent as it is to you. I am committed to working with school board members to find responsible solutions to daily challenges, to fund our schools properly and responsibly, and to hear and work with our School Board to meet its needs and resolve its concerns.

CLEAN WATER AND ENVIRONMENT

Clean water is essential to all citizens and will be a top priority for me as commissioner.  I stand against the Fuquay Varina water transfer to protect our drinking water for downstream residents in Southeastern NC. Our County’s communities are already burdened with purchasing costly filtration systems, dealing with failed/contaminated wells, and are frustrated with thelack of County access and hook ups. As Pender County Commissioner, I vow to address these issues as a top priority, and will fight to have future developments be required to contribute to infrastructure for clean drinking water for everyone.

Companies who pollute our waters should be fined and held accountable - it’s really that simple. We need to preserve our environment from our farmlands on the west to our waterways and beaches on the east. Our environment is a treasure which we all must protect.  That protection extends to our waterways, beaches, as well as the wildlife and the sea life which inhabit them. I believe in balanced tree preservation programs. We all deserve to live in a clean environment and preserve the natural beauty of Pender County from our farms to our beaches.


 

SAFETY OF OUR COMMUNITY

Pender County residents rely on the law, our court system and our sheriff and police departments to enforce safety and combat drugs coming in and out of our county.  Living close to a port city, drugs are always going to be a problem. I believe in supporting our law enforcement with proper funding to combat crime and theft so that our communities remain safe. We must have a county in which it is safe for our children to live and grow, in which we know that they are protected both now and down the line.

 

QUALITY OF LIFE

Planning for parks and open space is essential to a rapidly growing County such as Pender County. It’s true that we must preserve green space areas for future generations to come. But it is equally important that we must preserve the quality of life for our taxpayers who currently live here in Pender. Residents have the right to enjoy the beauty of the outdoors in our great county. I will support the addition of parks and more green areas to be introduced throughout our county, including multi-use paths for pedestrian safety and connectivity around our county. The citizens of Pender County should be able to enjoy a clean, healthy outdoor lifestyle.

Building a Stronger Pender County Together

David Fallin is a longtime Pender County resident, small business owner, and dedicated community volunteer. Originally from Virginia, David holds degrees in computer programming and building technologies and has spent the last 29 years running his own finish construction and cabinetry business. He and his wife, Sherri, have been married for 35 years and have raised their family in Pender County, where they’ve lived for more than three decades. Together, they are proud parents of three children and grandparents to six grandchildren.

Deeply committed to the next generation, David has served as an NCHSAA basketball referee for 33 years and an NCAA basketball referee for 23 years. He is a board member of the Evergreen Basketball Officials Association and has led basketball clinics for eight years, mentoring young athletes and officials alike. David values hard work, fiscal responsibility, and strong community roots, and believes that investing time in local families and youth helps ensure a strong future for Pender County.

Dear Hampstead/Surf City Neighbors,

Greetings, my Hampstead and Surf City neighbors. I’m David Fallin, and I would be honored to be your next County Commissioner for District 3 here in Pender County. While I realize Hampstead and Surf City are not within my district, it’s important to remember that all five commissioners vote on issues that affect the entire county.

As you well know, over the past decade, Pender County Commissioners have largely rubber-stamped unchecked growth while doing little to protect the residents of Hampstead and Surf City. Developers have been allowed to build large housing developments that are negatively impacting our roads, schools, coastal drainage, and water supplies. Commissioners continue approving gas stations, storage units, and vaping stores, while residents are left dealing with the consequences.

It’s time to act and slow down growth so our infrastructure has a chance to catch up. There are a couple of candidates who actually are willing to support this, while others continue to receive contributions from builders and developers, making it difficult for them to represent the people fairly. I promise that once elected, I will work for you.


In the coming months, the Pender County Commissioners are scheduled to discuss redistricting the five districts by population for equal representation. I would like to see a motion brought to the floor to discuss adding a third County Commissioner to the east side of our community, expanding the board to six commissioners. This would give Hampstead and Surf City a third vote at the table when important issues affecting Districts 1 and 2 are discussed.
